Should WTA Tour be able to Make Calendar Changes Once Season Has Already Started?

In the last few weeks the WTA tour has been announcing some very big changes to the calendar. Some players are saying this is too late for the WTA to make changes, because they have already finalised their calendars and travel arrangements. I want to know what you think. Should the WTA Tour be able to still make changes to the calendar for the first half of 2009 when the season has already started?
